By 1892, the Legislature funded a second, more suitable brick building. Despite its odious name, concerns for the disabled reach back into Washington&#039;s territorial days. Several early attempts failed. Then in 1886, the territorial legislature approved funding for a state school to educate the disabled and located it in Vancouver. The photo places the school at Fourth Plain (then a general locality, not a street) and Burnt Bridge Creek.

The territorial Legislature of 1885-86 passed a bill establishing the first school for children with disabilities, then named the Washington School for Defective Youth. The act defined the institution’s management, director’s salary, application and admission procedures. By happenstance or purpose, the law left out a building fund. Read story
