The Washington State Department of Health recently took disciplinary action or has withdrawn charges against these Clark County providers.

In July, the secretary of health indefinitely suspended the massage therapist license of Misty Dawn Leonard. Prior to petitioning for reinstatement, Leonard must complete 12 hours of continuing education and pay a $1,000 fine. Leonard failed to respond to a department request for a statement addressing allegations that she practiced as a massage therapist with an expired license from June 2021 to March 2022, failed to provide medical records to two patients in 2022, and injured and cursed at a patient in October 2022. Leonard also failed to provide medical records requested by DOH and failed to respond to an amended statement of charges by June.

In August, the secretary of health indefinitely suspended the agency affiliated counselor license of Alicia Kaye Stowe. In January 2023, Stowe was charged with felony first-degree sexual misconduct with a minor for having a sexual relationship with a minor patient in March 2021. If Stowe is convicted, her credential to practice will be suspended for 10 years. Prior to petitioning for reinstatement, Stowe must complete a psycho-sexual evaluation and pay a $5,000 fine.
