The Department of Commerce has objectives and a plan to solve the homeless situation for 200,000 unhoused or housing-unstable citizens. The cost of a livable home in Washington will never get below $100,000 again, so they should consider creating a vast neighborhood of little homes ($50,000 each) somewhere in Thurston County. This would allow the politicians, who will probably utilize taxpayer money, to monitor the site and provide services and jobs. After a generous $5,000 down payment by the taxpayers, the participants should be required to pay about $200 a month in mortgage payments. Accountability and ownership are powerful tools for building stability.
