Letter: Party declaration is confusing

My presidential primary voting envelope required I select Democratic Party or Republican Party. It stated the “party” required this. Why does a party, Democratic or Republican, require voters to do anything?

Furthermore where was the “other” box — independent, Green Party, etc.? The answer list from the Washington secretary of state does not answer this question. It states the purpose is not to select each party’s nominee, but the envelope says if you don’t select either one of these parties you don’t vote in the primary. I see others are confused as well.
