Former Washougal man already serving 108 years for child rape, sentenced in federal court

A former Washougal man was sentenced Monday to 15 years in federal prison for making videos of the rape of two infants.

Stephen Rian Price’s federal sentence will run concurrently with a Clark County sentence of 108 years.

Price, 30, was sentenced in March 2023 after a Clark County Superior Court jury found him guilty of 17 counts: five counts of first-degree rape of a child, one count of first-degree child molestation, three counts of first-degree dealing in depictions of a minor engaged in sexually explicit conduct, four counts of sexual exploitation of a minor and four counts of possession of depictions of a minor engaged in sexually explicit conduct.

“The seriousness of this offense cannot be overstated. The crime was unspeakably cruel and depraved. No words can describe the horrors of the abuse,” U.S. District Judge Benjamin H. Settle said at the Monday sentencing hearing. “The victims will live with this for the rest of their lives.”

In 2019, Price used a cellphone to record the rape of an infant, according to a news release from the U.S. Attorney’s Office. Price, who lived in a Washougal motel, shared videos depicting the rape on the online platforms Discord and Skype later that year.

He also filmed the sexual assault of a second infant — the child of an acquaintance — in the summer of 2019. In October, the day after one of the videos was uploaded, Discord alerted law enforcement, and the Vancouver Police Department arrested Price.

The case was investigated by the Vancouver Police Department Digital Evidence Cybercrime Unit, according to the news release.
