Vancouver man sentenced to 5 years in domestic violence cases

Vancouver man pleads guilty to 10 charges involving 2 ex-girlfriends

A Vancouver man was sentenced Wednesday to five years in prison after pleading guilty to 10 domestic violence charges involving two former girlfriends and their children.

Zachary M. Foulke, 27, pleaded guilty to third-degree assault, five counts of felony harassment, two counts of fourth-degree assault and two counts of protection order violation, all domestic violence offenses. He was originally charged with second-degree domestic violence assault, drive-by shooting, second-degree unlawful possession of a firearm, second-degree malicious mischief and six counts of felony harassment.

Foulke apologized Wednesday to the women and four children. He said he’s remorseful for his actions and called the incidents a mistake.

Court records state the alleged incident occurred between the nights of March 21 and 22. A neighbor had reported a disturbance at a house in the 2900 block of Northwest 16th Street in Battle Ground. The neighbor said Foulke pointed a gun at the front door of the house, where his former girlfriend and her children had entered shortly before. Foulke then fired three shots at the woman’s SUV, according to a probable cause affidavit. Foulke drove away from the house afterward.

Two other neighbors reported hearing the shooting. Officers later recovered three spent shell casings from the woman’s vehicle, the affidavit states.

The woman said she feared for her and her children’s safety, so they left to stay with a friend. Officers said Foulke was seen returning to the house a few hours after they left, according to court records.

A danger assessment found Foulke poses an “extreme risk” to the woman, with a score of 20 on a scale of 1 to 18, court records state.

Foulke was involved in a car crash March 24 in Portland, and police said he could be seen on surveillance footage trying to hide a handgun with a partially loaded magazine. Portland police seized the gun, which was reported stolen in Vancouver, the affidavit states.

The woman also reported that between March 28 and March 30, Foulke strangled her and swung a machete at her inside her house. She said Foulke was upset he lost his gun after the Portland crash. She told police he has also threatened to kill her multiple times and said his violence is usually connected to fentanyl and methamphetamine use, according to the affidavit.

On March 30, Foulke was arrested for allegations of assaulting a different girlfriend, who was pregnant, according to court records.

Investigators said Foulke has a criminal history, which includes domestic violence convictions that prohibit him from possessing firearms. He has also reportedly said he is affiliated with the Crips gang, according to the affidavit.
