Portland police identified a man with ties to Clark County as the person officers fatally shot Wednesday in the Sumner neighborhood.

The Multnomah County, Ore., medical examiner determined Isaac L. Seavey, 27, died from gunshot wounds, according to a Portland police news release. Although officers don’t have an address for Seavey, Columbian archives and court records indicate he had lived in La Center at one time.

The Portland Police Bureau Homicide Unit is investigating the shooting, along with the Multnomah County District Attorney’s Office and East County Major Crimes Team, all of whom responded to the scene, and in accordance with standard practice, the police department said. When investigators complete their probe, they’ll forward the case to the district attorney’s office for review.

Portland police will also conduct an internal review of the incident, and the case will go before the Police Review Board. The board is comprised of community members, police department members and representatives from the Independent Police Review Division, according to the news release.

North precinct officers responded at 10:03 a.m. Wednesday to reports of theft of power from a business in the 9000 block of Northeast Marx Drive, the news release states.

Two officers responded to a recreational vehicle parked on the street. The department said officers had an encounter with Seavey, which ended with the officers using deadly force.

Seavey was pronounced dead at the scene. Detectives located a handgun near Seavey, according to the police department.

Both officers, whom the department has not named, were placed on administrative leave, which is standard protocol, the news release states.

Anyone with information about the case is asked to contact Detective William Winters at William.Winters@police.portlandoregon.gov or Detective Jason Koenig at Jason.Koenig@police.portlandoregon.gov and reference case number 23-315194.

When the case is closed, information about the investigation can be found on Portland police’s Open Data page, along with information about past police shootings. It can be found at www.portland.gov/police/open-data/ois.
