The Rockets rallied in the second half, but plays by Gabe Anderson and free throws by the Cougars helped keep pace for third place in the 1A Trico League.
Anderson had 15 points, Zach Cowger added 11 and Kellen Ball chipped in 10 to lead Seton.
Landon Gardner led the Rockets with a game-high 27 points.
