Police identify homicide suspect who killed himself during Hazel Dell standoff

The Portland Police Bureau has identified the homicide suspect from Portland who died by suicide in a standoff Thursday with law enforcement in Hazel Dell.

Police said Ryan Michael Allen, 29, of Portland was wanted in connection with the Wednesday shooting death of James Richard Greenwood, 24, of Portland, and of the wounding of another person, whose name was not released and who is expected to survive.

The shooting occurred near Northeast 115th Avenue and Northeast Sandy Boulevard in Portland.

Thursday, Portland police detectives obtained an arrest warrant for Allen and determined he worked in the Vancouver area. A Portland police detective conducted surveillance of Allen’s place of employment near Northeast 78th Street and Northeast 19th Court as Portland police detectives contacted local authorities to provide information about the case.

Later that day, members of the Southwest Washington Regional SWAT Team attempted to serve the arrest warrant on Allen near his place of employment, but Allen fled into a nearby building and barricaded himself inside a bathroom.

Crisis negotiators spoke with the suspect by phone, but he refused to surrender and shot himself, according to the Clark County Sheriff’s Office.
