The Educational Service District 112 recently announced a promotion and two new hires in its Communications and Public Engagement Department. Monique Dugaw was promoted to executive director of the department, overseeing a staff of 14. Previously, Dugaw was the regional director of communications and national spokeswoman for the American Red Cross. She succeeds Lori Oberheide, who retired after 36 years with ESD 112. Additionally, Nick Shanmac and Amelia Holmes were hired as communications managers. Shanmac previously worked as the director of marketing and outreach at Daybreak Youth Services and was the editor of the Vancouver Business Journal. Clark Regional Emergency Services Agency employee Eric Frank recently graduated from the Federal Emergency Management Agency’s National Emergency Management Executive Academy. Frank, a public information and outreach specialist, completed the curriculum that supports advancement in the emergency management profession at the Emergency Management Institute in Emmitsburg, Md. The academy is for “senior executives at the pinnacle of their careers,” according to a news release, and is the final phase of the program.

Angela Carpenter was hired by Davidson & Associates Insurance Agency, 610 Esther St., Suite 101, as a business insurance account manager. Carpenter has worked in the commercial insurance industry for more than five years and has 20 years of experience in financial services. Scott Summers has been named the city of Woodland’s Employee of the Year. Hired in 2005, Summers works in the public works department. “Scott works well with the public and fellow employees, and often goes the extra mile on his own time, for others in the community when there is a need,” according to a news release about the award. The award was presented by Mayor Will Finn during a Sept. 25 luncheon at the Woodland City Council Chambers.

Trooper Will Finn, a public information officer for Washington State Patrol District 5, recently completed a yearlong professional development program, joining fewer than 70 others across the United States as a master public information officer. District 5, headquartered in Vancouver, covers Clark, Skamania, Klickitat, Cowlitz and Lewis counties. According to a news release, Finn is the only trooper in the nation to graduate from the program, which was established by the Federal Emergency Management Agency in 2017. It’s the Department of Homeland Security’s highest level of training for public information professionals. Finn also is the mayor of Woodland.
