24-unit apartment complex proposed

A Kelso-based developer has submitted a proposal to the city of Vancouver to build a 24-unit apartment complex at 10815 S.E. 19th Ave.

The two 12-unit buildings would be built on a 1.64-acre parcel in the Ellsworth Springs neighborhood, according to a document developer Three Rivers Land Services filed this week with the city. The complex would have 42 parking spaces.
