Camas man appears in court in shooting

He's also accused of hitting man with vehicle

Officers on Wednesday arrested a Camas man suspected in a shooting in Washougal earlier this month.

According to a probable cause affidavit filed with court records, on Sept. 4 Lucas M. Mortell, 27, fired several shots at a man in the parking lot of the Town Square Apartments in Washougal, then struck him with his car.

Police arrested Mortell on suspicion of first-degree assault with a firearm and first-degree unlawful possession of a firearm.

Court records state officers were called to the apartments, 2900 H St., around 12:20 p.m.

Multiple callers reported seeing a man “running for his life” after hearing gunshots from a vehicle.

Officers contacted Thomas S. Perry, who said Mortell had parked his Toyota Corolla at the apartments.

He said he approached Mortell’s car. Mortell allegedly opened fire at Perry, according to court records. Perry told police he believed Mortell was trying to kill him.

Perry said he ran away and attempted to hide behind a pickup when Mortell started shooting.

Court records say video surveillance shows Perry running from the lot, through a grassy area and across a nearby driveway.

Video shows Perry dropping something in the grass and turning around to recover it. As Perry went to run toward the driveway, according to court records, Mortell left the apartment parking lot then turned into the driveway, striking Perry and throwing him over the Toyota’s hood.

Mortell then drove away westbound on H Street, according to court records.

Officers found multiple bullet holes in a Ford Ranger in the apartment parking lot, and six .22 caliber bullet casings.

Police said the two reportedly have a history of conflict. Perry told the Portland Police Bureau on Aug. 31 that Mortell shot at him multiple times from a vehicle then fled, court records state.

Mortell made his first appearance in court Thursday, where his bail was set at $200,000. His arraignment hearing was scheduled for Sept. 26.
