Washougal — David Scott, Washougal city administrator, was presented with the Excellence Award for Managers or Administrators by the Washington City/County Management Association at the group’s annual meeting in Winthrop. The award is given to an administrator or manager who “enhances the effectiveness of local elected officials and consistently initiates creative and successful programs,” according to a news release from the city. Scott was nominated by Lloyd Halverson, a mentor and friend who served as city administrator in Camas from 1989 to 2013. The two worked together for the city of Vancouver. “David Scott is an exemplary local government administrator, and this is seen in his achievements, leadership and professional engagement,” Halverson said in a news release. Scott was appointed city administrator in May 2010.
