Pedestrian killed in early morning crash in Hazel Dell

A pedestrian was struck and killed by a small SUV on Northeast Highway 99 in Hazel Dell on Thursday morning, according to the Clark County Sheriff’s Office.

The victim, 42-year-old Dylan J. Digiulio, was pronounced dead at the scene.

Deputies and medics responded to the 10700 block of Highway 99 at 6:07 a.m. to find Digiulio lying in the roadway.

Witnesses told deputies two men had been crossing the highway near Lyle’s Village Pantry when one of them fell down.

Sheriff’s deputies determined a southbound 2014 Ford Escape driven by Jeffrey A. Hill, 29, of Vancouver struck Digiulio, who had stumbled in the roadway.

Sgt. Alex Schoening said the two men crossed the highway, one behind the other, from east to west about 80 feet from the crosswalk at Northeast 107th Street. Digiulio is believed to have lived in the area, Schoening said.

Hill left the scene but contacted deputies a short time later. He made the call to 911 within a couple of minutes, Schoening said.

The sergeant said it’s undetermined if Hill could be charged for the short delay in reporting the crash, or if he could face other charges.

Schoening said law enforcement follows the spirit of the state’s hit-and-run law with all crashes, but officers consider how traumatic the incidents are to everyone involved. He also said it does not appear Hill was trying to conceal evidence.

And there are no initial indicators that Hill was impaired, though both he and Digiulio will undergo toxicology tests. Hill is cooperating with the ongoing investigation, according to the sheriff’s office.
