REACH breaks ground on Isabella Court II complex

Portland-based REACH Community Development broke ground on Isabella Court II, a 49-unit apartment complex for homeless families in central Vancouver. Off Fourth Plain Boulevard, it’s near Isabella Court I, which houses seniors. It will be complete in about a year.

“No child should have to worry about where they’re going to sleep that night,” REACH CEO Dan Valliere said in a news release. “The demand for affordable apartments is very high, and finding housing that accommodates families is even more challenging. Isabella Court Phase II is a step toward filling that critical need for Vancouver.”

It will have one- and two-bedroom apartments for families who earn 50 percent or less of the median family income, which comes out to about $40,700 for a family of four. Most of the apartments will have a rental subsidy that makes them affordable to households earning 30 percent of median — $24,400 or less for a family of four.

“When a family has stable housing, the focus can go to other important pursuits like education, work and health,” Community Services Northwest Executive Director Bunk Moren said in a news release. “We are excited to partner with REACH in our joint commitment to create a healthy and vibrant community.”

The complex, designed by MWA Architects and being built by TEAM Construction, will adhere to the Evergreen Sustainable Development Standard of energy efficiency.

The $13.9 million project is REACH’s first with money from Vancouver’s voter-approved Affordable Housing Fund. It includes funding from Bank of America, Clark County Community Services, NeighborWorks America, Raymond James Tax Credit Funds Inc., U.S. Department of Housing and Urban Development, Vancouver Housing Authority, the state Department of Commerce and state Housing Finance Commission.
