Affordable housing planned on Fourth Plain corridor

Plans are underway to erect 58 one-bedroom apartments at 6317 Northeast Fourth Plain Blvd.

The Elwood Apartments will be aimed toward low-income residents, with about 450 square feet per unit. The development will include five buildings on 0.8 acres — four with 12 apartments apiece, one with 10 apartments and auxiliary services including central laundry, a community room and a maintenance room.

A map of the project submitted to the city of Vancouver indicates an open green space and a community garden as features of the development. Parking stalls for 29 vehicles and 38 covered bike parking spots will also be provided.

The lot is zoned as community commercial. It’s valued at $365,900 and is owned by the Vancouver Housing Authority.

The project’s application was filed by Tim Leavitt, director of Southwest Washington operations at development firm Otak and former Vancouver mayor.
