An armed Vancouver man who was allegedly keeping people inside an apartment against their will was arrested early Thursday morning.

A citizen flagged down a Vancouver police officer around 12:14 a.m. Thursday in the area of Fort Vancouver Way and East Fourth Plain Boulevard. When officers approached the apartment at 2010 East Fourth Plain Blvd., at least one shot was fired at them from inside the apartment, according to a release from the department.

A SWAT unit responded and the area was contained. Cody C. Burris, 22, exited the apartment and was taken into custody without incident. He was booked into the Clark County Jail on multiple counts of suspicion of assault.

No officers or citizens were injured. When officers originally accessed the apartment, they didn’t find anyone. Kim Kapp, spokeswoman for the Vancouver Police Department, said the officers later learned there were people in the apartment being held against their will who fled during the commotion. Kapp said the department has been in contact with some of the people who fled, but wasn’t sure how many people were in the apartment.

Detectives from Vancouver’s Major Crime Unit are investigating the incident.
