The public will have a chance to comment on Vancouver Energy’s draft notice of construction air permit during a public meeting next month in Vancouver.
The state Energy Facility Site Evaluation Council has announced the meeting for the Vancouver Energy oil terminal draft notice of construction air permit will be held from 1 p.m. to 9 p.m. June 7 in Gaiser Hall at Clark College, 1933 Fort Vancouver Way, Vancouver.
The meeting will be held on the final day of the 30-day public comment period, which is now open. The evaluation council will consider all the comments before making a final decision on whether to issue the permit.
Commonly called the clean air permit, the notice of construction air permit is required when a business creates a new source of air pollution or modifies an existing source of pollution.
The permit’s goal is to make sure the sources of air pollution are established in a way that conforms with state air-quality regulations. It must be acquired before the facility can be built.
Vancouver Energy is proposing to build the terminal at the Port of Vancouver. It would receive Bakken oil from about four trains a day, pulling 120 cars, store it on site and transfer it into marine vessels bound for refineries along the West Coast. At full operation, it would be capable of handling an average of 360,000 barrels of crude oil a day.
The evaluation council is expected to make a recommendation to approve or deny the project within the next several months. Gov. Jay Inslee will then use the recommendation to decide the terminal’s ultimate fate.
