UPDATE: The prosecution determined there was insufficient evidence to proceed to trial; therefore, the charges against Mr. Angell were dismissed without prejudice Oct. 5, 2017. It’s possible they could be re-filed at a later date.

A transient appeared in court Friday to face charges from an incident last year in which he allegedly abducted a woman in Portland, brought her to Vancouver and repeatedly raped her.
Kelly Brian Angell, 57, faces charges of first-degree rape and first-degree kidnapping with sexual motivation stemming from an incident police began investigating in February 2016. Angell, who was located by police on Thursday, was additionally arrested on suspicion of possession of methamphetamine and being a fugitive from justice.
On Feb. 13, 2016, a woman reported to Portland police that she was fleeing from several subjects she believed were robbing her when she was picked up by a man in a van whose name was “Kelly,” according to a probable cause affidavit filed in Clark County Superior Court.
The man, whom police later identified as Angell, drove the woman into Washington and offered her a drink, the affidavit states.
After taking a drink, the woman blacked out and woke up to Angell choking her and sexually assaulting her, according to the court document.
The woman told police she had been taken to a Vancouver house, which police later identified as being in the Sifton neighborhood, the affidavit states.
Angell told the woman that “she had better go along or he would kill her,” the affidavit states. Angell strangled the woman and she blacked out, police reported.
Angell drove the woman to Portland, where he dropped her off. The woman went to a Portland hospital and had a sexual assault exam, and police said that DNA collected during the exam matched that of Angell, the affidavit states.
A warrant for Angell’s arrest was issued on May 18. Angell, who is a registered sex offender, was listed as a transient, court records show.
On Thursday morning, an apartment manager at Willow Creek Apartments, 8500 N.E. Hazel Dell Ave., called 911 to report that Angell was at one of the apartments and that he had a warrant for his arrest, according to court documents filed in the drug case.
Sheriff’s deputies responded and contacted Angell as he approached his truck. They observed him throwing a clear plastic bag across the front seat, according to the affidavit.
Angell was taken into custody and a field test kit of the bag’s contents tested positive for methamphetamine, according to the affidavit.
On Friday, Judge Robert Lewis set Angell’s total bail at $190,000. His next court appearance was scheduled for July 25.
