Man accused in chase, theft in court

He’s accused of ramming police car, stealing and using credit card

A man accused in two separate incidents, in one of which he allegedly rammed a police car, made a first appearance Monday in Clark County Superior Court.

Jose B. Giron-Padilla, 33, no residence provided, appeared on suspicion of third-degree driving with a suspended or revoked license, first-degree assault, possession of a stolen vehicle, attempt to elude, reckless driving, two counts of fourth-degree assault, second-degree theft and second-degree identity theft. He required a Spanish interpreter during the proceeding.

Judge Bernard Veljacic ordered that Giron-Padilla be held on a total bail of $120,000.

He will be arraigned Friday.

Sept. 2: A Chevrolet Silverado did not obey a stop light while turning left onto East Fourth Plain Boulevard from the Interstate 5 southbound offramp Sept. 2, according to a probable cause affidavit. The Silverado traveled through the intersection at a high speed, causing several vehicles to maneuver to avoid colliding with it, court documents said. An officer in the area was forced to brake while driving through the green light to avoid the Silverado, according to the affidavit.

That officer reported seeing the Silverado continue at a high speed east on Fourth Plain, passing vehicles on the left while traveling in the oncoming lane of traffic. The vehicle reached speeds in excess of 80 mph in a 25 mph zone and disregarded all traffic-control signals as it fled from the pursuing officer, the affidavit states.

The officer followed the Silverado to the end of Northeast 53rd Circle and blocked the road with the patrol car. The Silverado then turned around and began traveling toward the patrol car at a high speed, according to the affidavit. The officer said there was room to the north of the car to pass by, but the driver of the Silverado looked at the officer and intentionally collided head-on with the officer’s vehicle, according to court documents.

The driver then fled on foot and was later identified by two passengers as Giron-Padilla, court records said. Police said they later learned that the Silverado was stolen in Oregon.

Saturday: Police responded to La Mexicanita, 10214 S.E. Mill Plain Blvd., for a reported disturbance. The victim, Claudia Carrillo-Ross, said her purse had been stolen from her car that morning. She said she saw the thief, but he got away, according to a separate probable cause affidavit.

She then began receiving notifications on her cellphone of her card being used at locations around Vancouver. She said her debit card also was used at La Mexicanita in the amount of $547, court documents state.

Carrillo-Ross went to the store, she said, and saw someone she recognized as the thief, later identified by police as Giron-Padilla, at the counter with her debit card in his hand, the affidavit said. She said she took the card from him and saw her name on it, according to court records.

Giron-Padilla attempted to flee the store with the clothes he had purchased, but a witness held him back, court documents state. Giron-Padilla then began pushing and punching the victim and the witness in the face, documents said. Other bystanders jumped in to help and held Giron-Padilla on the ground, the affidavit states. The victim’s other debit and credit cards were found in his wallet, court records said.

He later told police that Carrillo-Ross gave him her cards because she owed him money. The victim said she doesn’t know Giron-Padilla, court documents said.
