Police said they received a call about 4:30 p.m. from the Kingsberry Heights Apartments reporting that some people had broken into a home and robbed the occupants. The victims described the suspects and a getaway car.

Within four minutes, police spotted the car near Highway 213 and Clackamas River Drive. Instead of stopping, the driver led police on a chase along Clackamas River Drive before it was stopped near the Carver Bridge.

The other suspects arrested with Seibel were identified as Edward Dequincy Ratcliff, Duane Christopher Donaldson and Jeremiah Deontrell Penn, all  of Portland, and Allisa Janae Moyak of Troutdale, Ore. They are being held on suspicion of a variety of robbery, theft, weapons and felony eluding allegations.
