Transient man appears in court following car chase

A transient man made a first appearance in Clark County Superior Court on Monday in connection with a high-speed chase Friday on East Mill Plain Boulevard.

Kevin B. Schauer, 21, appeared in court to face allegations of hit-and-run, attempting to elude police and methamphetamine possession. Schauer also had two warrants from Clark County drug court.

At about 1 p.m. Friday, a Vancouver police officer spotted a white Honda Prelude traveling south on Northeast 98th Avenue. The vehicle did not have license plates and only had a temporary Oregon license in the rear window, according to a probable cause affidavit.

The officer followed the Honda to Northeast 86th Avenue and Northeast Burton Road, where it turned south. He then activated his emergency lights to stop the vehicle but it immediately accelerated. The Honda sped up a hill at about 90 mph, drove into oncoming traffic and ran a red light at Northeast 87th Avenue and East Mill Plain Boulevard, the affidavit said.

The fleeing vehicle hit another car, driven by Steve Pavlov, on the passenger’s side and kept going. Pavlov was uninjured. The Honda continued west to the 7800 block of Mill Plain Court, where it crashed into a tree. The driver, later identified as Schauer, fled on foot, court documents said.

A passenger in the vehicle, who is not identified in court records, also ran from the scene. Officers detained the passenger nearby. Vancouver police spokeswoman Kim Kapp said it didn’t appear the passenger was arrested.

Schauer was found on the roof of a home in the 7500 block of Delaware Lane and was taken into custody, according to court documents.

Officers found a plastic bag containing a white powder in the center console of the Honda. The substance field-tested positive for methamphetamine, the affidavit said.

During his hearing, Judge Gregory Gonzales appointed Schauer a defense attorney and set bail at $15,000. Gonzales ordered a no-bail hold on two pending drug court cases. Schauer is scheduled to appear in those cases Friday.

He will be arraigned in the new case March 28.
