Man sentenced for voyeurism, trespass

A man caught peeping through the windows of two elderly women’s homes as they undressed for bed was sentenced Friday to more than 3.5 years in prison.

Scotty R. Rowles, 50, pleaded guilty last month in Clark County Superior Court to second-degree burglary with sexual motivation, voyeurism and two counts of second-degree criminal trespass in connection with the incidents last year.

He originally faced two counts of second-degree burglary with sexual motivation, two counts of voyeurism, attempted voyeurism and three counts of second-degree criminal trespass. Those charges were amended as part of a plea deal.

Each of the victims lived within a mile of Rowles’ home in Walnut Grove, according to the Vancouver Police Department.

At about 10 p.m. Nov. 11, the 72-year-old victim and her husband heard someone moaning outside their window. A security camera captured a man in their backyard. The same man was captured in footage on several other occasions. The images were released to the public, and a co-worker of Rowles’ identified him as the suspect, according to a probable cause affidavit.

Rowles also watched a 74-year-old woman undress in December and was believed to be masturbating outside her window, the affidavit said.

During sentencing, the prosecution said Rowles has nine prior convictions in Oregon for exposing himself to elderly women.

His defense attorney, Steven Rucker, said Rowles needs mental health treatment.

Judge Derek Vanderwood agreed to follow the attorneys’ previously agreed-upon sentence of 44 months in prison.
