What’s up with that? County council chair race brings query

(Marc) Boldt is running for county council chairman and he is not on the county council yet. If he doesn’t get the chairman seat, does that mean he isn’t on the county council at all? And, what about Councilors Tom Mielke and David Madore? If they don’t get the chairman’s seat, does it mean they lose their seat on the county council?

Mielke and Madore are in a comfortable position right now. Neither has anything to lose by running for the at-large chair position on the county council, as they have announced they will do. Here’s why.

Neither of the current councilors will give up their seat to run a county council chair race. If they lose the race, they don’t lose their current seat. Both of the Republicans serve through 2016, and will continue to do so if they lose.

If either wins, however, they will vacate their current seat. Under the new county charter, four councilors serve specific geographical districts, while only the chair is elected countywide. Though it’s a four-year seat, Madore and Mielke would hold that seat only for three years due to this year’s election falling on an off year.

Should either Madore or Mielke’s district seat become vacant, in January the Clark County Republican Party would nominate three people from the district to fill the unexpired term on the council. The four-member county council would then vote to appoint one of the three candidates to the seat.

Republican Boldt, a former county commissioner, will need to win the election in order to automatically have a seat on the council. It’s possible that, should Mielke win, Boldt would be on the GOP’s list of three names to succeed Mielke, and the other four councilors could choose him. But, that’s a lot of supposing. The Clark County Republicans sanctioned Boldt in 2012 for policies out of line with the party, and it’s not clear that the rift has mended.
