State trades council endorses oil terminal

Vancouver — The Washington Building and Construction Trades Council announced Tuesday it has endorsed the proposal by Tesoro Corp. and Savage Cos. to build the nation’s largest rail-to-marine oil transfer terminal at the Port of Vancouver.

The council, based in Olympia and representing more than 70,000 members in dozens of crafts, said it supports efforts to seek timely regulatory approval so construction may begin.

Tesoro and Savage, in partnership as Vancouver Energy, propose a $210 million facility that would receive an average 360,000 barrels of crude per day.

“The Northwest needs the new investments and infrastructure that will come with projects like Vancouver Energy,” Lee Newgent, executive secretary of the council, said. “No other projects on the horizon hold the promise of such a scale and provide benefits over such a long-lasting time frame.”

Vancouver Energy, the Columbia Pacific Building and Trades Council, the International Union of Operating Engineers and the Pacific Northwest Regional Council of Carpenters have all entered into a letter of understanding for a project labor agreement for the construction of the oil terminal, according to the council’s news release.
