MOUNT VERNON — More than 70 people spoke at a hearing Thursday in Mount Vernon on plans for the Shell oil refinery at Anacortes to build a rail yard to increase the number of oil trains it handles.
The Skagit Valley Herald reported most were from environmental groups who raised concerns about wetlands, traffic and the risk of spills. They’re asking for a full environmental impact study before any permits are issued.
Some businesses owners spoke in support of the refinery, which has 450 employees.
