Alyssa Blankenship scored 16 points as the host Panthers took over second place in the Class 2A Greater St. Helens League.
Blankenship scored 10 points in the first quarter, helping Washougal build a 17-9 lead.
The result improved Washougal to 7-2 in league play and dropped Woodland to 6-3.
Panthers coach Brian Oberg said his team played one of its most complete games of the season.
“It was just a great defensive effort,” Oberg said.
Blankenship also had nine rebounds and two steals for the Panthers. Haley Briggs had seven rebounds, three steals and four assists.
Washougal (13-3 overall) led by six points at halftime. Woodland (8-7) got within two points in the third quarter.
