Owners of property at 11909 S.E.. Mill Plain Blvd. have submitted a preliminary application for a 4,700-square-foot, single-story retail building that would have a drive-through facing Mill Plain and 39 parking spaces. One proposed tenant is Costa Vida, a Utah-based Mexican restaurant chain operating in 12 states and Alberta, Canada. It has Washington outlets in Tri-Cities, Spokane and Federal Way. A second tenant has not been identified, but applicants say it probably would not be a restaurant.

The existing 7,225 square-foot building that housed the frormer Ming’s Restaurant & Lounge is to be demolished.

The applicant is Mark McKenchie of Oregon Architecture, based in Medford, Ore. The property is owned by H&H WL 7 LLC of Portland. The proposal is headed to city pre-applcation review on Oct. 2.
