The following are local land-use proposals. The county or city may rate them in three categories: nonsignificant, no environmental impact study needed; nonsignificant, provided proponents meet certain conditions; and significant, requiring an environmental impact study.

Clark County Department of Environmental Services

PLEASANT VALLEY: Clark County Public Works proposes to construct a 8- to 10-foot-wide multi-use pathway adjacent to Northeast Salmon Creek Avenue along Washington State University property. The project begins near the entrance to the university campus on Northeast Salmon Creek Avenue and extends 1,800 feet, ending at a pedestrian crossing that connects to the Pleasant Valley Park trail system. Comment deadline: Sept. 18.

City of Vancouver

ESTHER SHORT: Douglas Sarkkinen with Otak Inc. proposes to remove an existing 1.3 million gallon liquid asphalt storage tank and replace it with a new 1.3 million gallon liquid asphalt storage tank. The existing tank has developed a leak and was emptied. The project site is at 1300 W. Eighth St. Environmental impact rating: nonsignificant. Comment deadline: Friday. Staff contact: Jon R. ORCHARD HILLS GOLF AND COUNTRY CLUB: New Cingular Wireless requests approval to construct a 105-foot wireless communications monopole at 605 39th St., plus screening to make the pole resemble a tall pine tree. Ground equipment will be within an existing golf cart storage building. The pole and all equipment will be within a fenced and secured area. Expected environmental impact rating: nonsignificant.
