The Columbia Pacific Building Trades Council, Pacific Northwest Regional Council of Carpenters and International Union of Operating Engineers said Thursday that they’ve endorsed a proposed oil transfer terminal at the Port of Vancouver and have reached an agreement with the project’s backers to ensure the terminal would be built with union labor.
The labor organizations said in a news release that they and Vancouver Energy, the joint venture of Tesoro Corp. and Savage Companies, have agreed that project labor agreements “will be in place for construction of the facility by union labor.”
Tesoro and Savage want to build an oil-by-rail terminal receiving an average of 360,000 barrels of crude per day at the port. Their proposal is undergoing an environmental impact review by the Washington State Energy Facility Site Evaluation Council. Eventually, the council will make a recommendation to the governor, who will approve or deny the project.
