The following are local land-use proposals. The county or city may rate them in three categories: nonsignificant, no environmental impact study needed; nonsignificant, provided proponents meet certain conditions; and significant, requiring an environmental impact study.

ESTHER SHORT: Troy Drawz with Vancouver Affordable Housing seeks approval to construct Lincoln Place Apartments, a three-story, 30-unit apartment building, including associated common and management space. The site is on the southeast corner of the intersection of West 14th Street and Lincoln Avenue in the CX zone. Environmental impact rating: nonsignificant. Comment deadline: Dec. 1.
