The Fern Prairie Market is among the newest applicants for a retail marijuana license.

Overall, there are 18 retail applicants in the city limits of Camas and five in Washougal.

For processors licenses, there are three applicants in the city limits of Camas and three in Washougal.

Aspiring marijuana producers include three applicants in Camas and four in Washougal.

The deadline for marijuana license applications was Dec. 20, but the final list was not available until Jan. 7 due to holiday scheduling, according to Mikhail Carpenter, with the Washington State Liquor Control Board Communications department.

Some of the local applicants are located outside the city limits of Camas and Washougal, under the jurisdictions of Clark County or Skamania County.

During a Jan. 8 work session, the Clark County Commissioners directed staff to include in draft code language wording adopted by the Pierce County Council. It prohibits the approval of recreational marijuana-related permits until marijuana is no longer listed as a controlled substance under federal law.

Gordy Euler, with Clark County Community Planning, said Monday the next steps will be to post the draft code language in the next few days and have a work session with the Clark County Planning Commission on Feb. 6.The current moratorium regarding the siting of marijuana production, processing and retailing facilities in Clark County is scheduled to expire Feb. 13.

“At the board’s request, a hearing will be scheduled to extend the moratorium,” Euler said.

The proposed hearing date is Feb. 11.

Clark County has been allotted 15 retail marijuana licenses. That includes six for the unincorporated county, six for Vancouver, and one each for Camas, Washougal and Battle Ground.Liquor Control Board staff are developing guidelines for a retail license lottery, since there are more applicants than available licenses.

Euler said there are no limits in state law on the number of marijuana producers, but there is a limit of two million square feet statewide that can be designated for marijuana plant canopy. There are no limits in state law on the number of processors.

The Washougal City Council approved a six-month emergency ordinance on Dec. 2, regarding the establishment of retail businesses that sell marijuana. It established a moratorium prohibiting all uses allowed under state Initiative 502.

The Camas City Council approved an emergency moratorium on Nov. 4, for all I-502-related uses until April 14, 2014.The Skamania County Commissioners approved a six-month moratorium on the establishment of marijuana-related facilities and uses, except for those related to collective medical cannibis gardens, within unincorporated Skamania County, on Oct. 1, 2013.In 2012, Washington voters approved I-502. It allows individuals 21 and older to possess and use marijuana-related paraphernalia and any combination of one ounce of usable marijuana, 16 ounces of marijuana infused product in solid form or 72 ounces of marijuana infused product in liquid form.

Individuals are subject to criminal prosecution for possession in amounts greater than that or possession of any quantity or kind by a person younger than 21.

New marijuana licenses cannot be issued to businesses located within 1,000 feet of the perimeter of elementary or secondary schools, playgrounds, recreation centers or facilities, childcare centers, public parks and transit centers, libraries and game arcades.
