Teen sentenced to 6-plus years for pimping two girls

His accomplice was sentenced Wednesday

An 18-year-old Vancouver man was sentenced Thursday to more than six years in prison for promoting commercial sexual abuse of two minors, ages 14 and 15.

Ricky D. Horn, along with accomplice Kelsey Vestal, pimped the two girls, a 14-year-old from Vancouver and a 15-year-old from Tacoma, on several occasions. They took provocative photos of the girls and posted on them the website Backpage.com. They also coordinated meetings with johns and transported the girls to local hotels for those meetings.

Clark County Superior Court Judge Robert Lewis sentenced Horn to the minimum of 76.5 months, under the state’s standard sentencing range. That sentence was part of a plea agreement between the prosecution and the defense. Lewis said the sentence is appropriate because Horn was 17 at the time of the crimes. He had no other adult felony history.

Horn will be required to register as a sex offender for 15 years, will not be allowed to contact the victims for 10 years and will be in community custody for three years after his incarceration.

Vestal, 27, of Vancouver was sentenced Wednesday to 27 months in prison for her role in the prostitution scheme. She threatened the 14-year-old victim, saying that if the girl didn’t comply, she would regret it.

Deputy Prosecutor Randy St. Clair said Vestal got a better deal because she was cooperative in the investigation and because investigators believe that Horn masterminded the crimes.

Horn’s attorney, Bob Vukanovich, disputed that claim. He said Vestal spearheaded the crimes.
