The proposal by Tesoro Corp. and Savage Companies to build the largest oil-handling operation in the Pacific Northwest at the Port of Vancouver begins its yearlong regulatory journey today, with a public meeting from 6 to 9 p.m. at Clark College’s Gaiser Student Center, 1933 Fort Vancouver Way.
The meeting starts with an open house, during which the public may interact informally with company representatives and staff with the state Energy Facility Site Evaluation Council, which is examining the Tesoro-Savage proposal for environmental impacts.
The second public meeting is from 6 to 9 p.m. Tuesday, also at Clark College’s Gaiser Student Center. That meeting is part of the “scoping” process, which began Oct. 3 and ends on Nov. 18, that is aimed at determining what will be evaluated in an environmental impact statement.

Public comments will be taken during both meetings.
The proposal by Tesoro and Savage to construct an oil-by-rail facility capable of handling as much as 380,000 barrels of crude per day “is likely to have a significant adverse impact on the environment,” according to EFSEC. As a result, the council says, an environmental impact statement spelling out the project’s impacts must be prepared.
The council will review the companies’ 872-page application, submitted on Aug. 29, and eventually make a recommendation to Gov. Jay Inslee, who has the final say.
