• Rodica Cailean has joined Vancouver-based Sigma Design as a mechanical engineer. Cailean has more than 20 years of experience in manufacturing and has degrees in mechanical engineering and business. She will provide mechanical engineering services for consumer electronics customers located in San Diego.

o Regents Bank in Vancouver has hired Kelley Dixon as assistant vice president credit underwriter and Rene Wisch as credit analyst. Dixon has more than 20 years of banking experience in the Portland/Southwest Washington region in commercial underwriting, real estate, business development and operations. Wisch also has been in Vancouver banking for more than 20 years, most recently at Regents Bank’s human resources department.

o Six people have recently joined the team at WRK Engineers. Christina Hubbard, whose background includes founding a grant-writing company, will be responsible for financial reporting, human resources, administrative support and work on corporate strategic planning and marketing in her job. Devon Lumbard brings eight years of structural engineering, consulting and project management experience to his new role as a project manager at WRK. Karla Richards will use her experience to build relationships for WRK. Richards has an associate of business development degree. Scott Donart, who has a bachelor’s degree from Oregon Tech and a master’s degree in engineering from Portland State University, has accepted a job as a designer. Seth Thomas brings two years of structural engineering experience to his role as design engineer. Shadow Woodfork, who has accepted a job as project engineer, has designed a variety of projects for the past 11 years.

• Mike Macnab has accepted the position of senior vice president and trust and investment services manager at Heritage Wealth Management. Macnab has more than 30 years’ experience in the financial services industry, most recently with Sterling Bank. He will be located at the southern region headquarters in Vancouver.

• Scott Rood, Clark County fleet services manager, recently completed the National Association of Fleet Administrators’ certified automotive fleet manager program. Rood, who started as the county’s manager in January 2010, completed the program in two years. Managers are required to recertify every five years to maintain their designation.
