The Camas Police Department has completed its investigation into a fatal Jan. 25 shooting of a teenage boy by a Vancouver police officer and forwarded the report to the Clark County Prosecuting Attorney’s Office.
It is expected to take about two weeks for the prosecutor’s office to reach a decision on whether Vancouver Police Cpl. Marshall Henderson, 44, was justified in using deadly force against Douglas Combs, 16, of Vancouver, said John Fairgrieve, Clark County chief deputy prosecuting attorney.
Fairgrieve said he received the report Tuesday but is still waiting for an autopsy report and toxicology reports he needs to review in weighing his decision.
When he reaches a decision, he will also release a report explaining his rationale behind his conclusion.
Combs was a suspect in a home-invasion shooting that injured a Vancouver man, as well as two armed robberies, that occurred earlier in the day Jan. 25.
Vancouver police and Clark County sheriff’s deputies staked out Pop Culture, an alcohol-free soda store and music venue on Main Street, later that evening after receiving a tip that an armed Combs would be attending a concert at the Uptown Village venue.
When Combs and his friend, Nehemiah Rudner-Singleton, also 16, left the business, they spotted police and fled east on 20th Street.
Combs was reportedly shot in the back in a parking lot near the intersection of 20th and C streets.
Henderson fired the deadly shots, according to the Vancouver Police Department. The 15-year police veteran is on paid administrative leave, per the department’s policy.
Rudner-Singleton, who was carrying a .380 semi-automatic pistol, was apprehended at C and 20th streets after he collided with a police car.
He pleaded guilty to attempted second-degree assault with a deadly weapon and unlawful possession of a firearm on Feb. 4 and was sentenced to 30 days in custody.
