The Clark County Sheriff’s Office says a high-risk sex offender who’s known for sexually assaulting girls recently moved to the 3300 block of East 18th Street in Vancouver.
Milin Lee Carter, 50, was originally charged with first-degree rape and first-degree kidnapping in Clark County, but pleaded guilty to assault with sexual motivation in August 2003. The victims were ages 11 and 14.
Carter is 5-feet-6-inches and 200 pounds, with brown hair and hazel eyes. He is not wanted by police at this time. He will be monitored by the Vancouver Police Sex Offender Tracking Unit and the sheriff’s office.
