A judge on Friday set bail at $75,000 for a driver accused of hitting and killing a pedestrian Thursday evening on Fourth Plain Boulevard and then fleeing the scene.
James I. Collins, 37, of Vancouver made his first appearance in Clark County Superior Court on suspicion of felony hit and run and vehicular homicide.
The crash occurred about 7:20 p.m. between Neals Lane and Rossiter Lane, when the woman was in a crosswalk and was struck by a silver Honda hatchback going as fast as 80 mph, witnesses said.
The woman was identified Friday as Maria Delos-Carrasco Angulo, 25. She worked at nearby Alternatives Hair & Nail Studios salon for a few days, a coworker said Friday.
She was thrown 125 feet from the crosswalk to the front of Becerra’s Plaza on Fourth Plain.
The woman died of her injuries before rescuers could arrive.
Witnesses followed the driver from the scene. Collins was arrested in the 11100 block of Northeast 43rd Circle.
The judge appointed attorney Suzan Clark to represent Collins and set arraignment for May 11.
Senior Deputy Prosecutor Alan Harvey requested $500,000 bail, citing Collins’ past run-ins with the law, including two prior possession of controlled substance convictions and a fugitive hold.
Clark pointed out that her client was not a flight risk, as he has lived in Clark County for 15 years and is a full-time college student.
Wulle went with $75,000 bail, noting he had little information about the evidence in the case. Collins waived “probable cause,” meaning police officers did not have to submit a report outlining the evidence to be reviewed by the judge.
