Sex offender update

The Columbian
Published: March 6, 2012, 4:00pm

Two high-risk sex offenders who targeted young girls have registered with the Clark County Sheriff’s Office as living homeless locally.

Bryan Phillip Hiller and Joseph Leofredo Garcia are classified as Level 3 sex offenders, the group considered most likely to commit new sex crimes, according to bulletins from the Sex Offender Registration Unit of the Clark County Sheriff’s Office.

Hiller, 50, has been convicted of second-degree incest involving a 12-year-old girl; and three counts of luring a girl, 14, a boy, 12, and a 6-year-old girl who were playing in a construction area. His bulletin says he tried to entice them into his van.

He is white, 6 feet 2 inches tall and 220 pounds. His eyes and hair are brown.

Garcia, 44, has been convicted of third-degree rape of a child, a 15-year-old girl; indecent exposure to a 17-year-old girl whom he asked to perform oral sex; and third-degree rape of another child, a 15-year-old girl, the bulletin said.

He is white, 5 feet 8 inches tall and 170 pounds, with brown eyes and gray hair. He drives a light-blue 1989 Ford Aerostar minivan with Washington license AFE3299.

Hiller and Garcia are not being sought by police. They are monitored by the sheriff’s registration unit and the Sex Offender Tracking Unit of the Vancouver Police Department.

Garcia, recently released from custody, also is being monitored by the state Department of Corrections.

It’s especially dangerous for Level 3 sex offenders to be homeless because they are more difficult to monitor, officials say.

The Columbian’s policy is to publish a story and photo when Level 3 sex offenders move to or change addresses in Clark County, or become homeless here.

Convicted sex offenders who have served their prison sentences generally have a constitutional right to live where they choose, unless there’s a special court order. For more information, visit http://communitynotification.com or call 360-397-2284.
