Brush Prairie — Remember our September 2011 story about Julia’s Garden, the development overrun by thistle growing in the stormwater drainage facility — and no one but an 87-year-old widow, who didn’t even live in the development, stepping up to take control?
According to Cary Armstrong, Clark County’s clean-water sustainability specialist, records show that the developer did hand over ownership and control of matters such as stormwater facilities to a homeowner association — which has not followed through.
One man who lives at Julia’s Garden finally did recently pay to clean up the stormwater facility by himself, Armstong said. Area residents should look for a meeting this spring to reactivates the homeowner association; this will hopefully minimize issues such as the thistle problem, Armstrong said.
