A Vancouver man driving along Interstate 205 struck and killed a man and his dog about 3 a.m. today. Now it’s up to Oregon State Police to figure out if the man was lying in the roadway on purpose.
The accident occurred in the northbound lanes of the north end of the Clackamas River Bridge near Gladstone, which is south of Portland.
Oregon State Police had a report just after 3 a.m. that a man holding a dog was lying in the left northbound lane of the bridge.
About a minute later, and before troopers could arrive, the accident occurred.
According to a police news release, Albert J. Carness, 65, of Vancouver said he was driving his Toyota Camry northbound through a sweeping left curve at 3:04 a.m. when he hit something in the left lane. He stopped to see what had happened and realized he had hit a man who was clutching a dog.

The 38-year-old man and the dog were dead when troopers arrived. His name was not released pending notification of out-of-state relatives.
Carness was not reported injured.
According to the news release, it’s unknown if this was a deliberate act by the victim.
OSP troopers from the Portland Area Command office are continuing the investigation with the assistance of the Clackamas County Medical Examiner’s Office. Senior Trooper Guy Nelson is the lead investigator.
Gladstone Police Department, Clackamas County Fire District 1, AMR ambulance, Oregon City Police Department, and the Oregon Department of Transportation assisted at the scene. Two lanes were closed for about three hours during the investigation.
