Sex offender update

Two high-risk sex offenders who molested children are living in the 2400 block of Carlson Road, which runs south from East Fourth Plain Boulevard to East 18th Street, in the Meadow Homes neighborhood.

Ronald Rollings, 49, and Shaun Lynn Appelman, 31, are classified as Level 3 sex offenders, considered the most likely to commit new sex crimes, according to bulletins from the Sex Offender Registation Unit of the Clark County Sheriff’s Office.

Rollings has been convicted of first-degree rape of a child, a 10-year-old boy; and third-degree rape of a child, a 13-year-old boy.

He is white, 6 feet 1 inch tall and 185 pounds, with brown hair and blue eyes.

Appelman has been convicted of first-degree child molestation of a girl, beginning when she was 1 year old until she was 7; and third-degree assault with sexual motivation of a 16-year-old boy while he was sleeping.

He is white, 6 feet tall and 200 pounds, with brown hair and blue eyes.

Rollings and Appelman are not being sought by police.

They are monitored by the sheriff’s registration unit and the Sex Offender Tracking Unit of the Vancouver Police Department.

Appelman also is supervised by the state Department of Corrections.

Officials who work with Level 3 sex offenders say it’s best when they have a home, because police and corrections officers can keep better track of them. Typically, about 50 Level 3 sex offenders are registered as living in Clark County, with several homeless.
