Vancouver port seeks to condemn land owned by Clark County

The Port of Vancouver is seeking to condemn a 3.19-acre parcel of land owned by Clark County to develop an electrical substation as part of its West Vancouver Freight Access Rail Project.

The petition filed Oct. 30 in Clark County Superior Court asks the court to approve the condemnation and to determine a fair price for the property after negotiations between the port and the county failed to reach an agreement.

In addition to the land acquisition, the port is seeking a permanent limited-access easement to a quarter-acre of land and a one-year temporary construction easement on nearly a half-acre of land. All of the properties are part of a 14.3 acre parcel adjacent to the Clark County Jail Work Center south of Lower River Road near Terminal 5.

An appraisal conducted for the port determined just compensation for the acquisitions and easement is $648,100, a port spokeswoman said Tuesday. The port has already paid Clark County $550,000 of this amount, and has deposited the remaining $98,000 in a court registry.
